The Coastal Zone Management Appellate Panel is a 14 member body that formerly addressed appeals from the Administrative Law Judge Division. Six members, one from each congressional district in the state, are elected by members of the General Assembly. Eight members, one from each of the 8 coastal counties, are elected by members of the General Assembly representing their respective counties, from a field of 3 chosen by each coastal county's county council. The terms for all members are for 4 years.

Puruant to the 2006 Act No. 387 (effective July 1, 2006) staff decisions are now reviewed by the DHEC Board.
