    In 2002, the department, prompted by a history of compliance issues within a specific sector, organized the Small Specialty Chemical Manufacturing Company Compliance Assistance Initiativeto help small facilities within South Carolina’s chemical industry understand and comply with the state and federal environmental regulations that apply to their businesses. The Initiative had two phases: phase I was a series of three workshops and phase II was compliance assistance site visits.  
       
    To assist small chemical companies with identifying their compliance requirements, a Chemical Manufacturing Facility Guide to South Carolina’s Environmental Regulations was developed.  
       
         
  picture of yellow compass South Carolina Environmental Innovations Pilot Program  
    The SC Environmental Innovations Pilot Program is designed to test and evaluate innovative environmental approaches. These approaches are procedures, practices, technologies or systems designed to achieve superior environmental performance when applied. To test these approaches, variances from existing regulations may be needed. Legislation creating the program would give DHEC the authority to allow these variances through a cooperative agreement entered into with the participating facility. The term of an agreement is up to five years, and may be renewed one time.  
         
       
         
  picture of yellow compass Compliance Assistance for Colleges and Universities  
    Colleges and universities have a multitude of environmental issues, including, hazardous waste management, air quality regulation, stormwater management, and water and wastewater treatment. In January 2004 DHEC, in partnership with U.S. EPA Region 4 and the South Carolina Sustainable Universities Initiative, held a two-day conference, “Making the Grade: Environmental Compliance at Colleges and Universities.” For more information about the conference, go to http://www.sc.edu/sustainableu/ under “SUI Conferences and Workshops.  
         
    In June 2003, the U.S. EPA identified Colleges and Universities as one of the seven categories in its multi-media “Sector Strategies Program” to work with sectors on promoting and improving environmental management systems, overcoming regulatory and other barriers to performance improvement, and exploring ways to measure environmental progress.     Hospitals and healthcare facilities use a wide range of toxic chemicals, generate large amounts of waste and can consume vast amounts of energy and water. As a result, the potential for environmental impacts from hospitals and healthcare facilities can be significant. In August 2006, DHEC, in partnership with U.S. EPA Region 4 and the South Carolina Sustainable Universities Initiative, sponsored a one-day workshop, "Environmental Compliance Assistance Workshop for South Carolina Hospitals and Healthcare Facilities."
